A statue is a law based on a decision in a court. For example the common law
marriage law. If you live with someone for 7 years and are intimate with
them, your legally married. But it's not a law that is written, a judge a
couple hunderd years ago just made a ruling that a couple who lived together
was married. It will likely be enforced but can always be overturned by any
higher court.
