I called the FCC to see what the rules on personal rf transmissions are. :)
Chang, at 301-362-3025 said that most of their rules apply to people that
are selling transmitters. He said that as a general rule if you are not
selling a transmitter, and have it for personal use, all you have to watch
out for is staying off the restricted frequencies and that you don't
interfere with other devices. He said that if you do use the restricted
frequencies or interfere with other devices, that the FCC will just tell you
to shut it off. He also pointed me to a www page where you can find out
about restricted freq and some info about fine print rules about
transmitting short and long distances.

from there you have to find 47cfr which is the big group of their rules, and
the from there you have to find part 15.
15.205 is the restricted freq
15.209 is for transmitting short distances
15.217 - 15.255 is for transmitting longer distances
