he said 16bit dos.
for that, your best bet is to get Power C.  it is probably the cheapest dos
16bit compiler around that i know of anyway.  as far as i know, there have
been no 16bit ports of gcc, and i am not sure if there are any plans for
such, so djgpp is out.  But Power C is fast, efficient, and cheap.  I cant
remember exactly wher to get it. try a serach for it or something.  they
ahve a website and send a bunch of promo litereature if you request it.
