Apperently the .tib upgrade file and the .rom whole ROM files are different,
as the .tib file no longer works in later versions of VTI.  If they were
exactly the same, either one should work, right?

I know that the upgrade just overwrites all of the ROM and therefore _is_
the rom, but they are still obviously different if VTI cannot recognise the
upgrade file...
