I'm havin the same problem...
I know my link is not faulty, because it works fine with my TI-85.
But when I try to use Wizard92 I alsways get a timeout error, or some
other kind of error.  The only other thing that works is the Remote Control!
It works fine, so I should be able to send/receive programs, right!??!
