Yep.  The internet sucks for modems.  Unfortunately, it's just not designed
to be usable on a slow connection.  Combine the overhead of the modem with
the TCP/IP header sizes, and you get end up with average pings of 200-250ms.
Even disabling nagle, it's still slow.  That combined with all the overhead
of the modem, plus the overhead on the ISP end of the modem rack, the POP,
the routers, etc.  It's especially bad that most dialup ISP's are now
separate from the actual dialup connection (the actual dialin lines are
outsourced), so you have even more overhead.  I remember there used to be
ISP's that used to cater to gamers and do everything possible to provide low
pings, like having game servers one hop away from the POP.  There was one
where I grew up, playnet (playnet-kc.com?), as I recall.  Looks like they
aren't even an ISP anymore.  Ah, well.  Maybe one day everyone will be able
to have an affordable, fast internet connection.  I am still waiting for
high speed, wireless access that is available everywhere.
