     Actually, Microsoft released something that said that the Web Server 
     soft. that came w/ Win95 doesn't work properly anymore (updated 
     software, etc).  You can get it from their site, and it's sposed to be 
     free...

install the "personal web server" thingy.
in win95 it's under network properties->add->service->microsoft
once that's all set up, you can test out the scripts with a web browser 
using your computer's network name or ip address.
i think you will need to install the iis or whatever version of perl, but 
you should be able to get it from the same place
