"All Rights

Not true.
According to the the Copyright Office, "Notice was required under the 1976
Copyright Act. This requirement was eliminated when the United States
adhered to the Berne Convention, effective March 1, 1989."

Under current laws, copyright is secured as soon as a work is recorded in a
fixed copy, with or without a notice.

But this is getting off topic.
