This is an easy one.  If the program had to access variables,
the calcuator would crash.  That is all there is to it (unless it's
a specially designed program that has the variable looker
after $C000, but that brings back up the question of why
you'd need a TI-86 program bigger than 10k).  There aren't
a whole lot of TI-85 programs that use variables.
