Just write to the ROM. TI probably has a program that can take
.rom files from your computer and automatically replace the entire
existing ROM with them.

Because it's very expensive and useless.

Not unless the ROM is corrupted, in which case the ROM would have to be
resent, maybe with some hardware proccedure.
