That was TI's original intention with the custom menu, to be able to enter
the program editor or the graph screen with just the custom menu.  It later
turned out to be hard to code for and not all that benificial.  They left the
syntax for the custom menu the same but just set it so that all you could
add was commands.  If not for this, by the way, there wouldn't be a single
TI calculator capable of running assembly right now.  Ticalc.org wouldn't
even exist.
