May I also suggest maybe that if the libraries are zipped then when you
execute a program, all libraries that will be used will be extracted
temporarily just while the program is being run.  Then after the program
has run it will put the libraries back into the zipfile.  This might make
loading the programs a little slower but it will save alot of space. 
There could also be another program that does not need the libraries and
they can be very user friendly.  Maybe this program could have utilities
such as the ability to add libraries, remove libraries, and other
advanced functions.  This program would not have to be used by anyone,
just the programmers, etc.  The shell could have a built in function that
checks each time it is run for new libraries and if they are found, it
will add them to the zip.  Likewise, if any libraries in the zip aren't
used by any of the programs they could be permanently removed from the
zip and deleted.
