Usgard has a lot more files out than Rigel or PhatOS, this being the
reason.  The only thing for PhatOS is the shell itself and a few (3 or 4)
programs.  Rigel is the same.  They may be good shells, but having
directories just for 3 or 4 files is kinda pointless.
