Correct. If one decides to develop a new OS (which is fully encourageble, so long that it is different enough from the TI-83(+) OS so it can't infringe upon the copyright), cross-compatability with other programs would be needed. Otherwise, one needs to port all of the programs from the original TI-OS to the new OS (which takes forever and is not fun).
