The ROM contains the software that makes this 'LCD plus keyboard'-thingy a
graphical calculator. The hardware is just the medium it is fitted in. They
basicaly sell the ROM to you, fitted in a handy package. It's the software
that makes it a usefull thing to have/use.
[OT] btw, on Ti's site you can download the Flash-ROMs of the Ti89/92(+),
these can directly be used in VTI (but it is still illegal if you don't own
the calc yourself). As far as I know the Ti83+ ROMs found on their sites
are "encoded" and need to be decoded before they are in their usable
(binary) form.
