I think that we in Europe use the E1 standard (unlike the T1) and 
everyone here is just about ready to convert the whole telecom/datanet 
to an SS/7 (or C7) signalling network. It's damn interesting to see how 
many possibilities and side-things you can do with SS/7.

But then again, you really should be able to control the Q931 and SS7 
layer yourself for optimal enjoyability. But if you want to start your 
own ISP, go ahead, and remember that in Europe the data-flow is 
something like this (most in-detail layer on top, most abstract one at 
the bottom):

Europe (PDH based)
==================
0: 64 Kbit/s (IDN1)
1: 2 Mbit/s (Q931 / ISDN30)
2: 8 Mbit/s 
3: 34 Mbit/s
4: 140 Mbit/s (E1)

North-America (PDH based)
=========================
1: 1.5 Mbit/s (?)
2: 6 Mbit/s
3: 32 Mbit/s
(4):  155 Mbit/s (would be based on G.707/G.708/G.709)

Tell me if that 4th level is either T1 or T3...
