I think you should first read asm guru and other basic informational files
available before you ask for help here.
Devpac83, Devpac8x and bin2var are linkers that squish your program.
Squished programs on TI-83 are executed either with ZASMLOAD or a shell.
Before you ask what zasmload or squish is find them on ticalc.org and read
their documentation.
