You can, however, use Flash Apps on TI's TI-83 Plus simulator (which you can download for free from their developer's webpage).  Though the interface is clunkier than VTI's, the emulation is actually much better.

You currently can't use Flash APPS with 83+ VTI.  That sucks, cause now I
have to test my progs on ION, and whenever it crashes, ION has to be
reinstalled which is a major pain in the ass.
