83lnk needs start loading address to be defined at 9327h.
If you from any reason don't have
.org     9327h
defined at the beginning of the program code 83lnk will give you that 
message.

So if you're trying to link a program that doesn't begin at 9327h like an 
TI-83+ program you shouldn't be using 83lnk.

You can use Obj83 instead which will work.

If you write a program for any of shells or used with ZASMLOAD it's easier 
to use Devpac83 (or Devpac8x for ION) which will assemble (using TASM), link 
and squish the program in one step.

Note that this programs are not compatible with W2k/NT so if you have NT 
platform you can use bin2var.
