That is true, you only get three signings with the $100 Educational SDK.
However, you can buy more signings for (from what I've been told) less money
after you have the preliminary SDK.  It would cost you significantly less
than $100 to get another three signings.

The Educational SDK, when purchashed, gives you not only the three signings,
but a development certificate for your calculator, a signing key, and tech
support.  Those are a one-time cost, where as you can buy just signings
afterwards.

Personally, I've found most things work better as RAM programs than as
applications.  Applications are really only useful if you either have a very
large project or want to sell/restrict distribution.  Also keep in mind that
such large projects as apps take a long time to create.  I've only managed
to use two signings, and I've been creating applications for over a year.
