A82: 82 standards

seeing how we have the header for crash progs ($D500) and ASH progs
($D900), and header for Penguins levels ($7206), shouldn't we have some
sort of standard? look:

header = 	x,y	such that if the variable is an:
			Executable Program, it should have x= the shell
identification, and y=0
			Level file, x = the program ident. and y=01
			Library File (if it pops up), x = 'L', y = 02
			Data files (waves, pics [compressed], etc...), x
= 'W' || 'P' (etc), y= something.

this type of organization would be a great service now that the asm82
scene is expanding, soon to include external file support and such.
