PaintIt! for the TI-83 Plus is a great picture editor. You can create your pictures, save them, and load them. Its functions include pencil, paintbrush, and eraser. In addition, you may insert text if you wish. PaintIt! is ultimately one of the best picture editors for the TI-83 Plus. This program is different from v0.65 because I fixed most domain errors.
